Legal Implementation in Haredi Schools: Protecting Children’s Rights

Lotem Perry-Hazan studies how ultra-Orthodox schools interpret state regulations, aiming to strengthen children’s rights in education for 20% of Israel’s students

The Project 

Prof. Lotem’s research project examines how Haredi (ultra-Orthodox) schools interpret, translate, and implement legal regulations across three critical domains:

  • The core curriculum
  • Infrastructure safety
  • Mandatory reporting of child sexual abuse

Each domain is governed by distinct legal frameworks and reveals unique tensions between state law and alternative sources of decision-making. This work addresses issues affecting Haredi students, who comprise 20% of Israel’s school population.

Fundraising Goals

Funding is needed to support Haredi students involved in this project, particularly for data collection within the schools. 

The findings aim to inform more effective mechanisms to align legal protections with Haredi school practices, strengthening children’s rights in education.

Meet Lotem Perry-Hazan

My research focuses on law, education policy, and student rights, with particular emphasis on Haredi (ultra-Orthodox) education. I combine legal analysis with empirical methods to examine how legal frameworks shape educational policy and practice. My work has been supported by grants from the Israel Science Foundation, Ministry of Science and Technology, Rothschild Caesarea Foundation, Swedish Research Council, and the National Insurance Institute of Israel.

At the University of Haifa, I serve as Vice Dean of Research at the Faculty of Education. I am also a member of the Israel Young Academy and co-convenor of the Research on Children’s Rights in Education Network at the European Educational Research Association.

I completed my LLB and PhD at the University of Haifa Faculty of Law and my LLM at New York University School of Law. I am a certified lawyer and formerly clerked for Justice Dorit Beinisch at the Supreme Court of Israel.
